Org. Setting and Reporting

The COVID Coordinator reports directly to the Deputy, Director of Human Resources (DDHR).

Responsibilities

- Conducts policy mapping and analysis of COVID-19 response policies in accordance with relevant UN/UNRWA regulations, rules, policies and procedures, including those pertaining to confidentiality;

- Leads critical policy work, including drafting and reviewing drafts of policies, guidelines and SOPs;

- Follows up with relevant stakeholders to ensure consistent policy development as well as field specific guidance, as required;

- Assists in swift implementation of the decisions taken by the COVID Taskforce;

- In close coordination with Health Department, develops back to office guidance, including contextual specificity, recognizing importance of returning to office when possible, and impact of vaccination on such guidance including addressing the issues of front-line workers (such as healthcare staff) refusing to be vaccinated;

- Coordinates with other agencies, and guidance from WHO / UNCT to establish consistent guidelines;

- Produces policy briefing papers and policy position statements in alignment with UNRWA's mandate, UN Common System policies and host government guidance;

- Drafts presentations, reports and briefs for/or minutes from workshops, meetings and consultations with relevant stakeholders;

- Provides support to knowledge management, monitoring, and reporting.

Education

Advanced university degree from an accredited educational institution in international development, international relations, political science, business administration or other job related field.

Work Experience

- A minimum of eight years of progressively relevant experience in the following areas: political affairs, development, human rights, health response, programme management and emergency settings
- A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.
- Experience in providing strategic analysis and advice, policy development, building and managing partnerships with various stakeholders.
- Experience working in the United Nations System (desirable)
- Experience working in a health emergency (desirable)
- Experience working on COVID-19 issues and responses (desirable)

Languages

Excellent command of spoken and written English.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Type of Contract and duration: Temporary appointment for 6 months.
