Org. Setting and Reporting

The Special Advisor, Gulf Region reports to the Commissioner-General.


Responsibilities

- Represents and promotes UNRWA’s interests with the Member States, regional organizations/groupings and other entities, including charitable organizations, from the Gulf, with the aim of strengthening UNRWA’s understanding of and capacity to anticipate Gulf interests, agendas and concerns related to UNRWA and Palestine Refugees, including as those relate to, or are shaped by developments in US policy;


- Secures and sustains political and financial support from these Member States, regional organization/groupings and other entities including charitable organizations from the Gulf;


- Supports and advises on opportunities to strengthen ties with the US administration to exploit future US-Gulf dynamics that may positively affect UNRWA and Palestine Refugees; advises the Commissioner-General on engagement strategy with Gulf entities, and produces regular analysis on opportunities and risks of such engagement;


- In close collaboration with the Director, External Relations and the Director, Partnerships, supports the implementation of UNRWA’s resource mobilization strategy with regards to Member States, regional organizations/groupings and other entities, including charitable organizations, from the Gulf; advises notably on opportunities resulting from US re-engagement for sustaining funding support from both the Gulf and the US; identifies potential opportunities, establishes and nurtures high level contacts and proactively disseminates all relevant information to the External Relations department, who is responsible for maintaining donor stewardship, including reporting obligations;


- In close collaboration with Strategic Communications, identifies and helps sustain partnerships with media organizations in the Gulf; advises and supports media campaigns and strategic communication initiatives;

Education

An advanced university degree (Master’s or equivalent) from an accredited educational institution in political science, public or business administration or a related field.


Work Experience

- At least fifteen years of progressively responsible and relevant experience in political or administrative affairs.

- At least ten years in a large governmental or international organization.

- A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.

- Familiarity with political affairs in the Middle East, including engagement of international actors in the Middle East (desirable)

- Knowledge of interests, agendas and policies of Member States, regional organizations/groupings and other entities, including charitable organizations in the Gulf (desirable)

- Extensive knowledge of Middle East history and Palestine refugee issues (desirable)

- Knowledge of the United Nations (desirable).


Languages

- Excellent command of written and spoken English.


- Working knowledge of written and spoken Arabic.


Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.


Special Notice

- Type of Contract and duration: 2 years, with the possibility of further extension.


- The incumbent will regularly travel to the Agency’s area of operations in the Middle East.
